Pretty but small - NOT 12 inches

We wanted a tree topper large enough for our taller tree because our 9 inch star was too small. This topper is listed at 12” but the snowflake is actually SMALLER than our 9 inch star - closer to a 8 1/2 inch diameter. The only thing I can think of is that it is counting the large base in the size ? Disappointed that not as advertised
